Human Resources will forward qualified applications to the hiring department. After reviewing the applications, the hiring supervisor decides which applicants to call in for an interview.
Each department also selects the individual(s) who will conduct the actual interview. If you are contacted for an interview, you may inquire as to whom to send a cover letter to, or simply present one at the interview.
