Cooperative Purchasing Agreements

The City of Grapevine has purchasing agreements with the following entities. These agreements allow the City to order goods and services from annual contracts established by other governmental agencies:


U. S. Communities:


U.S. Communities is a nonprofit instrumentality of government that assists public agencies in reducing the cost of purchased goods through pooling the purchasing power of public agencies nationwide. This is accomplished through competitively solicited contracts for quality products through lead public agencies. Web Site: http://www.uscommunities.org


Houston/Galveston Area Council


The H-GAC Cooperative Purchasing Program includes 1,600+ local governments, state agencies, and qualifying non-profit corporations that provide one or more governmental functions and services. The program was established pursuant to the Texas "Interlocal Cooperation Act" that allows governmental and qualifying non-profit entities to use the Act to obtain commonly needed services—including purchasing. Local Government Purchasing Cooperative


The Local Government Purchasing Cooperative was created to increase the purchasing power of government entities and to simplify their purchasing by using a customized electronic purchasing system, called the BuyBoard. The Cooperative is administered by the Texas Association of School Boards and is endorsed by the Texas Municipal League (TML) and the Texas Association of Counties (TAC). Texas Procurement Center


The Texas Procurement Center is a privately owned Cooperative Purchasing entity organized to focus exclusively on facilitating purchases for the State and Local Government Marketplace. TPC accomplishes this by functioning as a service provider of on-line bidding opportunities known as Reverse Auctions. This approach provides numerous efficiencies for both Buyers and Suppliers. A Reverse Auction requires that the bidding event be previously scheduled on the Internet, that suppliers be anonymous to each other and that they last from a minimum of thirty minutes to ten to fourteen days. Since Suppliers are allowed to submit multiple bids, and to know the current lowest bid, a robust competitive environment generally exist in these procurements. Web Site: http://www.click2tpc.com


Texas Interlocal Purchasing System


The Texas Interlocal Purchasing System (TIPS) is sponsored by the Region VIII Education Service Center (ESC8), and is located in Mt. Pleasant, Texas. TIPS is available for use by all public and private schools, colleges, universities, cities, counties, and other government entities in the State of Texas. Web Site: http://www.tips-texas.com
