The City of Grapevine, Texas is located between Dallas and Ft. Worth, Texas just north of the Dallas/Ft. Worth International Airport. Current population is approaching 50,000 residents. The Purchasing Division of the City has a Purchasing Agent and Purchasing Coordinator who are responsible for the procurement of goods and services and oversee the City Warehouse operations. The Purchasing Division reports directly to the Director of Administrative Services.
City Bid List
The City of Grapevine uses a bidding system to post bids, quotes, addendum's, and awards. This centralized bidding and registration system provides quicker bidding information, less paperwork, and simplifies the process, saving time and money for the City and vendors.

City/State Bid and Quotation Requirements
Quotations are generally not required for Departmental Purchases Orders with a total single order value of $2,999.99 and under. Departments may make these purchases directly with a vendor without processing purchase requests through the Purchasing Division. It is highly recommended to our departments that pricing be checked on all orders to insure the City received the best competitive pricing available.
Purchases with a single total value of between $2,999.99 and $49,999.99 require three written quotations taken by the purchasing division on official quotation forms. In some cases, the Purchasing Division may deligate that authority to the department or take quotations electronically or by email.

The Basics:
- All procurements with a single total value of $2,999.99 or under can be placed at the department level. Most of these procurements are placed through a purchasing card program.
- Procurements with a single total value of between $3,000.00 and $49,999.99. require three written quotations, which must be taken by the Purchasing Division.
- Procurements with a single total value of $50,000.00 or more require a formal bid process and must be taken by the Purchasing Division in either written or electronic format.
- Procurements of with a single total value of $15,000 or more require approval by the City Council.
- Some construction and road projects may be issued directly from the Public Works Department.
- The City also has access to contracts established by the State and various other purchasing cooperatives as well as establishing our own annual contracts. Therefore, not all items purchased by the City will be bid but may be purchased trough established contracts or contracts available to the City through cooperative purchasing agreements.
What Else Should I Know?
Procurements with a single total value of between $3,000 and $50,000 require at least two quotes to be sent to Historically Under utilized Businesses (HUB) listed by the Texas Department of Commerce if those businesses are listed within Tarrant County. Vendors should check with the Dept. of Commerce for more information.
Effective January 1, 2006, H.B. No. 914 of the 79th Texas Legislature requires a vendor that wishes to conduct business or be considered for business with the City of Grapevine, Texas to file a conflict of interest questionnaire. The Disclosure Act applies to all persons or businesses who conduct business with the City, including those who submit bids on city contracts, make purchases of surplus city property, or participate in any other purchase or sales transactions with a city. Purchases with a single total value of between $3,000.00 and $49,999.99 must include at least two (2) Historically Under utilized Businesses (Hub's) if:
- The HUB is on the Texas Department of Commerce's list of Historically Under utilized Businesses.
- The HUB is within Tarrant County.
Purchases with a single total value of $50,000 or more require a sealed bid procedure as prescribed by state law under section 252 of the State of Texas Local Government Code. The Purchasing Division must take these purchases. The City may also purchase these items through established annual contract or through cooperative purchasing agreements.
