Contact Data Report
January, 1, 2002, the Grapevine Police Department, in accordance with the "Texas Racial Pofiling Law," Texas Code of Criminal Procedure, Chapter 2, General Duties of Officers, Articles 2.131-2.138, 3.05, began collecting police contact data relating to traffic stops. The content of this report satisfies all requirements of the referenced articles pertaining to agencies that utilize video and audio equipment.

Racial Profiling Defined
The Texas Code of Criminal Procedure, Chapter 2, General Duties of Officers, Article 3.05, Racial Profilig, defines racial profiling:

In this code, "racial profiling" means a law enforcement initiated action based on an individual's race, ethnicity, or national origin rather than on the individual's behavior or on information identifying the individual as having engaged in criminal activity.

Report on Inventory/Usage of Video/Audio Equipment in Police Vehicles
Currently the Grapevine Police Department has a total of 27 marked squad cars and K-9 Vehicles which are regularly used to make traffic stops, as well as, 8 marked police motorcycles regularly used to make traffic stops. Each squad and K-9 vehicle is equipped with a Kustom Eye Witness Digital Video recorder system. Each motorcycle officer is issued and carries an audio recorder. It is the policy of the Grapevine Police Department that officers operating a police squad car will utilize the video camera equipment and transmitter-activated recording equipment on each traffic and pedestrian stop. Officers operating a police motorcycle will utilize the voice-activated audio recording equipment on each traffic and pedestrian stop. It is the practice of the Grapevine Police to take out of service any vehicle regularly used to make traffic stops in which the video/audio equipment is inoperative until such time as the equipment is in good repair and functioning properly.
