BOARDS AND COMMISSIONS

City Appoints New Board & Commission Members

The City of Grapevine is fortunate to have a large number of concerned citizens who are willing to volunteer their time, energy and expertise to serve the community as members of our various boards and commissions and who assist in programs which help maintain the quality of life we enjoy in our City.  Annually in April, the City accepts applications from its citizens for appointment to the various boards and in June the City Council makes appointments.  Listed below is a brief description of each advisory board, its function, and new membership. We salute these volunteers for their dedicated service.

Board & Commission Meeting Calendar 


BOARD OF ZONING ADJUSTMENTS:  Hears and rules on appeals from enforcement of and special exceptions to the City Zoning Ordinance, and authorizes variances from that zoning ordinance when not contrary to the public interest.  Meetings are held monthly on the first Monday.

Members:  Carl Hecht, Dennis Luers, Ron Cook, Deborah Holt, Richard Adams, John Van Til and Ken White  

BUILDING BOARD OF APPEALS:
  This board hears and rules on appeals to the City's Building Code, advises on the applicability of alternate materials and types of construction and considers plumbing, electrical and permitting issues.  Meetings are held monthly on the second Monday. 

Members:  Joe Lipscomb, Russell Kidd, Dennis Roberts, Jerrold Sklar, Howard Hallman, Hal Hardister, Paul Biesiadny and Robert Rainwater.

CONVENTION & VISITORS BUREAU ADVISORY BOARD:  Acts in a general advisory capacity in matters relating to the Convention & Visitors Bureau, including budget preparation and evaluation of the effectiveness of convention and tourist programs. Meetings are held monthly on the third Thursday.

Members:  Steve Stinson, John Imaizumi, Paul Slechta, Peggy Weaver, LuAnn Chapman Gatts, Andrew Davidson, Daniel Weinberger and Thomas Cherry 

GOLF COURSE ADVISORY BOARD:
  Works with the golf staff in considering suggestions for course and policy improvements and other matters relating to the Grapevine Municipal Golf Course.  Meetings are held quarterly during the year.

Members:  Harlan Wood, Gary Davis, Charles Weems, Doug DeWaters, Danny Langley, Elbridge Christison, Dan Driscoll, John Springer and Tom Kormondy.

GRAPEVINE HERITAGE FOUNDATION:  The Foundation serves to unite the community in promoting the preservation and restoration of Grapevine's historic structures and to research and record Grapevine's heritage.  Board members serve on working committees for the Heritage Center, Palace Theatre, Heritage Education Program, etc.  Meetings are held monthly on the third Wednesday; additional time commitments are required.

Members:  Melva Stanfield, Patricia Stinson, Dr. Curtis Ratliff, Jacob Miles, Duff O’Dell, Don Vaughn, Rick Lawlis, Balla Wright, Sue Franks, and Nathan Loftice   

GRAPEVINE HEALTH OFFICER:  Appointed for a two-year term, the Health Officer shall be a licensed physician, qualified to practice medicine in the State of Texas and a resident of the City.

Officer:  Dr. Andrew Kilgus

HISTORIC PRESERVATION COMMISSION:  Recommends designation of historic districts and landmarks based on historical and architectural significance; advises property owners; reviews and approves design proposals for restoration, alteration, or new construction in historically designated areas of the City.  Meetings are held monthly on the fourth Wednesday.

Members:  Burl Gilliam, R. Lee Derr, Melissa Lamprich, Sean Shope, Margaret Telford, Ted Ware, Ashley Anderson, Elspeth McDonald and Alyson Hoyt. 

HOUSING AUTHORITY BOARD OF COMMISSIONERS:  The Grapevine Housing Authority manages and controls the low rent housing units of the City according to established guidelines. The Board determines certain policies and purchases, and advises the Executive Director on other authorized matters.  Meetings are held monthly on the fourth Thursday.

Members:  Joetta King, Cathy Martin, Jane Everett, Randy Bacon and Carole Reed 

LIBRARY BOARD:  Acts in an advisory capacity on matters pertaining to the Grapevine Municipal Library.  Meetings are held quarterly on the third Monday.

Members:  Janice Cook, Bruce Rider, Lynette Clemens, Susan Peabody, Debbie Venable, Fred Sheffler and Diane DeWaters.

PARKS & RECREATION BOARD:  Advises and makes recommendations pertaining to the parks and recreation facilities and activities of the City.  Meetings are held monthly on the third Thursday.

Members:  Roy Robertson, Larry Francis, Ray Harris, John Dalri, Debra Tridico, Larry Baker, Bob Tipton, Dave Buhr, Elizabeth Kaufman, GCISD Representative Jorge Rodriguez and GHS Representative Samantha Cloud.

PLANNING & ZONING COMMISSION:  Recommends the boundaries of original zoning districts and appropriate regulations to be enforced therein, holds public hearings and prepares recommendations for the City Council pertaining to changes in zoning district boundaries or regulations, makes recommendations concerning property platting and replatting, and advises the City Council on creation of and additions to master land use and master thoroughfare plans for the physical development of Grapevine.  Meetings are held monthly on the third Tuesday, with special meetings and workshops as needed.

Members:  Larry Oliver, Herbert Fry, Betty "BJ" Wilson, Monica Hotelling, Jim Fechter, Gary Martin, Beth Tiggelaar, Wayne Szot and Elaine Martin 

METROPORT TEEN COURT ADVISORY BOARD:  Comprised of ten members, two from each participating City (Grapevine, Southlake, Colleyville, and Trophy Club) and two from each participating school district (Carroll ISD and Grapevine/Colleyville ISD), as each so chooses.  The Teen Court Advisory Board establishes policies and procedures for the operation of teen court as approved by the Municipal Court Judges in the participating cities.  Meetings are called by the Southlake Teen Court Coordinator.

Members:  Marjorie Lewis and Traci Wilkinson. 

SENIOR CITIZENS ADVISORY BOARD:  Consists of nine members, six of whom will be appointed by the City Council as regular members and three ex-officio members representing the Senior Activities Center Advisory Council, Grapevine Housing Authority, and GRACE Board of Directors.  The Board acts in an advisory capacity to the City in matters pertaining to its senior citizens, helps identify the needs of senior citizens and enhance their quality of life, and uses all available resources to inform senior citizens of community services.  Meetings are held on the first Tuesday of even months.

Members:  Tena Burrell, Dick Guckel, Paul Ernst, Pam Price, Carey Miller, Francia Arrigan, Joetta King, Kay Blanding and Dorothy Kritz

GRAPEVINE 4B ECONOMIC DEVELOPMENT BOARD:  Members have the power to expend the proceeds of the economic development 4B sales tax, subject to the approval of the City Council; vote to approve the 4B Economic Development Board budget; exercise all powers and rights of a nonprofit corporation under the Texas Nonprofit Corporation Act, except to the extent that such powers would be in conflict with the Development Corporation Act.
