The Grapevine Housing Authority administers both the Public Housing Program and the Section 8 Choice Voucher Program.
What is Public Housing?
Public Housing are the units that the Grapevine Housing Authority owns. The rent on these is based on approximately 30% of the household income or a Flat Rent (resident’s choice). Public Housing units are furnished with a stove and refrigerator. All units have central heat & air. Some units have new vinyl flooring. If carpet is desired resident must supply it. The Housing Authority receives a subsidy from HUD to assist with the management and maintenance of the units.
Grapevine Housing Authority owns 98 units located on five streets. Starr Place has 20 elderly & disabled units consisting of 10 efficiencies, 8 one bedroom, 1 handicap one bedroom and 1 two bedroom. W. Texas Street has 19 elderly & disabled units consisting of 8 efficiencies, 10 one bedroom and 1 handicap two bedroom units. Starnes/Brewer has 9 family units consisting of 6 two bedroom and 1 handicap two bedroom located on N. Starnes and 2 three bedroom units located on Brewer. S. Scribner has 10 family units consisting of 8 two bedroom and 2 three bedroom units. W. Worth has 40 elderly & disabled units consisting of 37 one bedroom and 3 handicap one bedroom units.
What is Section 8 Voucher Program?
The Section 8 Voucher Program is a federally funded rent subsidy program designed to assist low-income families in obtaining rental housing in the private marketplace. With the Voucher Program the participants are given the freedom to select where they want to reside within the jurisdiction of the Grapevine Housing Authority. The property’s rents must be within the HUD mandated Fair Market Rents and pass HQS inspection. The tenant agrees to pay a minimum of 30% of their monthly income for rent. The difference between the tenant payment and the approved rent is the amount paid by the Housing Authority on behalf of the tenant, which is commonly referred to as the HAP payment.
Grapevine Housing Authority has 83 Section 8 Vouchers. Portability is accepted but this agency does not absorb ports.
How to Apply?
The Waiting Lists for both programs opens for application each June. Applications are handed out on designated dates and must be submitted by mail only. Applicants must complete separate applications for each program. Applications may be picked up the week of June 15 through June 19, 2009 but not before June 15. The applications must be returned with a copy of your government issued photo I.D. and social security card. Your application will not be processed and entered into the computer system until all documents are received. Keep a copy of the application for your record.
Selection of Applicants:
Applicants are selected according to the preference ranking, date and time of their application. Grapevine residents or persons whom work in Grapevine are given a higher preference. All who fall within the estimated income limits set forth by HUD annually are eligible. When your name reaches the top of the waiting list you will be notified when a unit or voucher is available. At this time your income, assets, criminal history, landlord and personal references will be verified.
Who is Eligible?
Families whose total income does not exceed the income limits designed by HUD and who meet other eligibility criteria outlined in the Housing Authority’s Admission and Occupancy Policy; and the Voucher Program Administrative Plan.

Definitions:A family is defined by HUD as: Two or more persons (with or without children) regularly living together, related by blood, marriage, adoption, guardianship or operation of law who will live together in Authority housing; OR two or more persons, who are not so related, but are regularly living together, can verify shared income or resources who will live together in Authority housing.
"Family" also includes:
Elderly Family, Near elderly Family, Disabled Family, Displaced person, Single Person, the remaining member of a tenant family, a foster care arrangement, or a kinship care management. Other persons, including members temporarily absent (e.g., a child temporarily placed in foster care or a student temporarily away at college), may be considered a part of the applicant family’s household if they are living or will live regularly with the family. (24 CFR 5.403)
