Mayor Pro Tem C. Shane Wilbanks is a native Texan and has been a Grapevine resident since 1965. He served as Chair of the Convention and Visitors Bureau Board for five years and was a member of the Planning and Zoning Commission for two years prior to being elected to the City Council in 1985. Mr. Wilbanks has been re-elected six times since, most recently in May of 2006.

His community activities include service on the Board of Directors for the Department of Education of the University of North Texas, Advisory Board member of the Harris Hospital Health Foundation, president of the Grapevine High School Football Athletic Booster Club, president of the DFW Soccer Association, president of the Grapevine Rotary Club, board member of G.R.A.C.E, and board member of the Grapevine Chamber of Commerce. He is an elder in the First Presbyterian Church and has served on the building committees. In addition, he also serves on a steering committee (Information Technology and Communications) with the National League of Cities.
